Get to know Don Baltimore, TCRA Board Counsel

Don has been in the private practice of civil law, concentrating on government relations and administrative law, as well as serving as General Counsel/Lobbyist for the Tennessee Health Care Association and General Counsel/Lobbyist for the Tennessee Bankers Association (TBA).  

In addition to lobbying in the Tennessee General Assembly for nursing homes and community banks, other lobbying clients include Tennessee Interior Design Coalition, American Society of Interior Designers, Tennessee Association of Realtors; Knox County and various businesses, including telecommunications companies.


As General Counsel for Tennessee Bankers Association, he rendered legal opinions to community banks, contacted legislators regarding TBA’s position on legislation, reviewed legislation to determine its impact on banking, and drafted legislation requested by TBA. He authored a weekly Legislative Update, coordinated contacts of legislators by bankers, established and administered TBA’s Political Action Committee, and drafted amicus curiae briefs.

While serving as Staff Attorney for the Legislative Council Committee of the General Assembly of the State of Tennessee, Don drafted bills and rendered legal advice regarding proposed legislation, provided legal opinions for members of the Tennessee General Assembly, and also drafted amendments and resolutions. As counsel for committees, he organized hearings, traveled extensively in the state for hearings, drafted legislation with various interest groups, and provided legal research and advice.
